I don't think they have ever really let go of the reins. From their declaration of this in October 1971 it wasn't until 2000, that's 29 years before Milton Henschel resigned and gave up the Presidency. He died in 2003 IIRC.
The President and directors are merely legal requirements, the GB will hang on to their power at all costs.

I thought so too, however I did read on here that despite being a partaker in previous years, he did not partake this year. In view if AMIII's departure he probably thought life as a helper possibly a little more secure. Depends on the salary difference!

i’m an elder who is pima, i’m amazed how much info is available to all elders.
you can see all private details of every member of the congregation.
i wonder how these sisters feel about their private details being available to these creepy elders?.
Some years ago we were asked to sign a form that allowed the congregation to share our personal information with the WT Society. They in turn could share it with other branches some of which were in lands that did not have the same standards of privacy and data protection as in the UK. We refused to sign the form and never heard any more about it.
